Following his inauguration as Uachtaran Cumann Lúthchleas Gael, at Congress 2000, Sean McCague established a Committee to undertake a strategic review of the GAA. Against the backdrop of social, economic and demographic changes the terms of reference for the Committee were to:

     1. Review the role and function of Cumann Lúthchleas Gael and recommend the
strategic direction, policies and functions appropriate for the Association in the
first decade of the twenty-first century
      2. Review and report the existing governance, management, operating and
administrative structures within Cumann Lúthchleas Gael
      3. Recommend any structure(s) appropriate for optimising the efficiency and
effectiveness of the Association in meeting the challenges and opportunities
associated with the promotion and development of the games, the
administration of all its activities and the pursuit of the aims and objectives of
the Association in the early years of the twenty-first century.

The Committee, chaired by Peter Quinn, met a total of sixteen times, with approximately 80 sub-committee meetings taking place. Extensive consultation with Association members, and external individuals and parties, also took place.
