Context

Biographical history
At the 1969 Annual Convention the motion was passed “That a Commission be set up by the Central Council to investigate all aspects of the affairs of the Association with special reference to (a) Structure of the Association at all levels (b) Finance Management (c) Youth (d) Grounds (e) Communications (f) Hurling (g) Discipline (h) Sponsorship”. The Central Council, at their 5th of July 1969 meeting, approved of the seventeen man commission, as recommended by an tUachtaran, Seamus O Riain, with Padraig Mac Con Midhe as Chairman and Muiris de PrionnbhĂ­ol as Secretary. The Commission first met on the 15th of August 1969; between 1969 and 1971 the Commission held a total of 63 meetings. The Report of the Commission on the GAA was published, and presented to the GAA, in December 1971. A Special Congress was held over four days, between the 1st of December 1972 and the 7th of January 1973, at which the recommendations of the Commission were discussed and, in the majority, passed. In 1973 there was a considerable restructuring of the GAA, based on the recommendations of the Commission including the establishment of a Coiste Bainisti, Activities Committee and Central Development Committee.
