In July 1972 the Executive Committee of the GAA appointed a special committee to undertake a comprehensive study of the organisation and development of Gaelic Games in third level institutions. Chaired by Aodh O Broin, this committee arose because the Commission on the GAA omitted consideration of third-level structures. The principal task of the special committee was to devise the administrative system and organisational structure of competitions most appropriate for third-level requirements. The special committee scrutinised the operation and activities of the three bodies controlling GAA affairs within third-level institutions-Comhairle na nOllscoil, Comhairle Ard Leinn and Comh-Comhairle Ard Leinn-throughout the 1972/73 playing season.
The main recommendation of the special committee was that a new council be established-An Comhairle Ard-Oideachais (Higher Educational Council) with responsibility for the promotion of Gaelic Games at third level; Comhairle na nOllscoil to remain for the administration of Fitzgibbon, Sigerson, Inter Faculty and Railway Cup team selection only.

The report is divided into four sections detailing the committee’s recommendations which include 1. Administrative Structure of the proposed Comhairle Ard-Oideachais (pp.3-6); the Organisational Structure of games at third-level (pp.6-7); the financing of the third-level competitions (pp.7-8) and the relationship between third-level institutions and the rest of the Gaelic Athletic Association (pp.9-11)
