Context

Biographical history
In August 1977, the President of the GAA, Conchúr O Murchú, requested that the Central Developments Committee appoint a committee to review the position of Gaelic Games in second-level schools. The terms of reference of this committee were to ‘examine the position of the Association in post-primary schools with particular reference to (a) Participation in the games of Gaelic Football, Hurling and Handball, including the organisation of competitions (b) Administration and Structures (c) Finance (d) Role of Physical Education and P.E. Teachers (e) Relationships with Department of Education (f) Role of GAA Clubs and other units’
The committee met for the first time on the 3rd of September 1977 and met a total of 24 times over a period of seven months. Submissions were invited from the main organisations involved in the promotion of games in the schools and from a wide range of individual members of GAA committees. A comprehensive questionnaire covering a range of 33 questions was prepared and issued to 814 schools throughout Ireland; 407 of these questionnaires were returned.
